Adds general Shelley agent guidelines from my local configuration:

exe.dev VM context and documentation links
General guidelines for subagents, conventional commits, atomic commits
Guidance for handling handwritten notes from users
Consolidated Forgejo workflow section
Restructured with "Shelley Agent Guidelines" as top-level heading

This makes the shelley-extras AGENTS.md more comprehensive for agents working across different projects.
