Adds a project-agnostic Forgejo Actions API reference that can be added to Shelley agent configuration files.

Contents

  • forgejo-actions.md - Complete reference for:
    • Two ID systems (API ID vs web UI index)
    • Checking CI status for PRs
    • Listing workflow runs with filtering
    • Downloading artifacts
    • Manually dispatching workflows
    • Managing secrets and variables

Also updates README with usage instructions.
