Adds a repo-local Shelley skill (skills/run-on-exe-dev/SKILL.md) documenting how to set up, build, and run Shed Ledger on a headless exe.dev VM:

• apt packages needed (just, pkg-config, gcc, libgtk-4-dev, libwebkitgtk-6.0-dev, xvfb) — no nix required
• the frontend-must-build-first gotcha (main.go embeds frontend/build)
• running Wails dev mode under Xvfb in a tmux session, with readiness cues and the port 9245 URL

Also gitignores the shed-ledger binary that wails3 dev writes into the repo root.

Documents how to set up, build, and run the Wails app on a headless
exe.dev VM: apt deps, frontend-first build order, and running dev mode
under Xvfb in tmux. Also gitignores the dev-mode shed-ledger binary.
