docs(spec): add navigation design to spec 004 #136

Adds navigation design section to spec 004 (Module Architecture).

Summary

Defines two-level navigation hierarchy:

  1. Drawer (infrequent switching) — MANAGE section for core entities, OPERATE section for modules
  2. Module tab bar (frequent switching) — 3 tabs per module

Settings accessed via gear icon in drawer header.

Changes

  • Replace TODOs section with Navigation section
  • Add Drawer subsection describing MANAGE/OPERATE sections
  • Add Module Tab Bar subsection with examples
  • Add Design Rationale subsection

Task list left as TBD per request.
