Spec 3.2

Changes

Added migration in backend to add delivery_fee_cents to building.
Added functionality in backend to add, edit and get delivery_fee_cents.
Added delivery fee as money field in building work order dialog and also added delivery as line item to print screen for building's work order.
Added omit and null handling for price_cents, tax_rate_millionths, feature_ids

Testing

Make sure you have latest code running.
Navigate to buildings and add a building.
In work order section you must see delivery fee field with 0 value.
Try setting price and tax and leave delivery fee 0 for now.
Click on print button, in print screen delivery fee must not be visible and must not be included in sub total.
Now edit work order and add valid price.
And open print screen again, now price must be added in subtotal.
